Powers and Constitution

University of Birmingham Aston Webb buildingThe Council's constitution, powers and terms of reference are set out in article 9 of the University's Royal Charter (PDF - 98KB) and in section 9 (PDF - 14KB) and section 14 (PDF - 54KB) of the Statutes of the University.

The Council annually adopts a Code of Practice (PDF - 457KB)  which sets out the Council’s primary responsibilities and provides a foundation for the work of Council and its committees. 

The ‘Code’ includes:

  • Standing Orders of the Council - which regulate the conduct of Council business
  • Code of Practice on Public Interest Disclosure and ‘Whistleblowing’
  • Procedure for consideration of grievances submitted to Council
  • Scheme of delegated powers of Council
