This module explores public sector management from an international perspective and examines institutional and organisational reforms in the public sector in developing and transitional countries, drawing on the experiences of developed countries. It will provide students with an in-depth understanding of the theoretical and practical reasons for reforms and of the nature of change and innovations in public administration and management. Contents include: overview of new public management; civil service reforms; executive agencies and decentralised management; public-private partnerships; regulation; service delivery; performance management; managing change; and capacity building in the public sector.
By the end of the module you will be able to:
- Demonstrate an in-depth understanding of the key concepts in public sector management and their application in differing context
- Understand and critically analyse the context and content of reforms in public management in different contexts, including your own country
- Critically assess the appropriateness of the application of aspects of the new public management to developing and transitional countries
This will be by two 3,000 word assignments.
