IEL Director Professor Martin Trybus delivered one of two keynote addresses at the conference The EU Faring Through Its Post-Lisbon Crisis: Past, Present and Future of European Integration at Liverpool John Moores University, School of Law, on Friday 28 June 2013.
Professor Trybus' address was entitled "Between Internal Market and the CFSP: EU Defence Integration in the Early 21st Century" and provided a critical overview of both Commission internal market initiatives in the area of defence, most notably a defence procurement Directive and an intra-Community transfers Directive for armaments on the one hand, and initiatives in the context of the Common Foreign and Security Policy, most notably though the European Defence Agency and peacekeeping missions, for example in Mali, on the other hand. He argued that in particular the increased activities of the EU internal market legislator raised the question of whether these activities are complimentary or contradictory. The latter would be a remarkable luxury in times of financial crisis.
The other keynote address was delivered by Professor Patrick J. Birkinshaw (Hull University) on "Goodbye to All of That! Forty Years of Being in Europe".
