Chair overview and scrutiny committees or panels including: how to prepare for scrutiny committees or short-life task and finish groups; the relationships between scrutiny chairs and scrutiny officers; how to choose a small number of topics for scrutiny investigations; how to plan and develop questions; how to get what you want from those who come to answer questions; innovative ways of collecting evidence; how to make recommendations effective; the nature of scrutiny leadership.

This is a workshop for those who chair scrutiny committees or panels, or others who might chair them in the future, Vice-Chairs and officers who support scrutiny chairs are also welcome.

Scrutiny has been endorsed in the Localism Bill and potentially it has much to contribute at times of financial crisis but it is still a tender plant and above all depends on good chairing.  Chairing an overview and scrutiny committee, or any other scrutiny event, requires very special skills.  Whoever takes the chair should be involved in planning the whole scrutiny process, and needs to keep a firm hand on the wheel as a scrutiny meeting develops.  This seminar will be led by Dr Andrew Coulson, a former councillor with an extremely wide experience of scrutiny who has assisted many councils in developing their scrutiny expertise.  He will be assisted by an experienced scrutiny chair.
