      <title>Governance by committee? Opportunities, Choices and Issues</title>

      <description>This workshop is for councillors and officers who are committed to or considering a "return" to local authority decision-making by committees.  INLOGOV has been studying these issues, and assisting councils, for more than 40 years.  The co-convenors of this workshop both experienced the committee system and the transfer to cabinet governance.  The workshop will be invaluable to those tasked with preparing briefing notes on these issues, but also provide an insight into the issues for councillors who want to understand what would be involved.</description>

      <description>Scrutiny has been endorsed in the Localism Bill and potentially it has much to contribute at times of financial crisis, but it is still a tender plant and above all it depends on good chairing. Chairing an overview and scrutiny committee, or any other overview and scrutiny event, requires very special skills.  Whoever takes the chair should be involved in planning before the meeting, and needs to keep a firm hand on the wheel as it develops. This seminar will explore the skills and techniques needed to chair overview and scrutiny committees or panels.</description>
