      <description>Scrutiny has been endorsed in the Localism Bill and potentially it has much to contribute at times of financial crisis, but it is still a tender plant and above all it depends on good chairing. Chairing an overview and scrutiny committee, or any other overview and scrutiny event, requires very special skills.  Whoever takes the chair should be involved in planning before the meeting, and needs to keep a firm hand on the wheel as it develops. This seminar will explore the skills and techniques needed to chair overview and scrutiny committees or panels.</description>
