Catherine is a senior fellow at INLOGOV. Her interests include public sector re-design, outcomes based commissioning and behaviour change. Prior to joining the Institute she managed the organisational development and change work for a not-for-profit consultancy, specialising in supporting local government. Catherine started her career in the civil service and has worked in both central and local government, focusing on developing and implementing new policies, particularly in the areas of children’s services and adult social care. She has also worked for the Local Government Association, and was the Deputy Director for the County Councils Network where she managed the policy work for the network. She specialises in adult social care, children’s services and partnerships.
