My research interests converge on the role of political institutions in shaping public policy outcomes and organizational structures. With Larry Lynn of the University of Texas-Austin, I wrote Madison’s Managers: Public Administration and the Constitution (Johns Hopkins University Press) and The Political Economy of Public Sector Governance (Cambridge University Press).
My work has appeared in a variety of scholarly journals including the American Journal of Political Science, British Journal of Political Science, Journal of Politics, Journal of Public Administration Research and Theory, Journal of Theoretical Politics, Political Studies, Public Administration Review, and Public Choice.
I serve on the editorial boards of the Journal of Politics, British Journal of Political Science, Journal of Public Administration Research and Theory, and International Public Management Journal. In November 2011, I became co-editor of the Journal of Public Policy with my friend and colleague Peter John of University College London.
