Dr Alexander Orakhelashvili presented a paper on the EU sanctions against Iran and Syria at a conference co-organised by the Hague Centre for Law and Arbitration and Doshisha University (Japan), and held on 11 July 2013 at the TMC Asser Institute at the Hague, in the Netherlands.

Dr Orakhelashvili’s paper concentrated on the authority on which the EU sanctions are deemed to be premised, and proportionality of those sanctions in relation to situations that they target: Iran’s nuclear enrichment programme and civil war in Syria. Co-panelists included HE Abdul Koroma (former judge, the International Court of Justice), HE Ambassador Dr Carlos Arguello Gomez (Agent of Nicaragua in Nicaragua v US in before the International Court in 1984 and 1986), HE Prof Rahmat Mohamad (Secretary-General of the Asian-African Legal Consultative Organisation), Professors Paul De Waart (Amsterdam), Vera Gowlland-Debbas (Geneva), H Nakanishi (Doshisha), and AM Aghraskani (Tehran).
