Ilias has graduated from the London School of Economics (LSE) and the University of Athens. Prior to joining the Health Economics Unit at the University of Birmingham, Ilias interned at the National Institute for Health and Care Excellence (NICE). 

At LSE, Ilias specialised in international health policy and health economics. He also holds an MSc from the University of Athens in the field of health care management. He was awarded his PhD on health care management and health informatics by the same constitution with "distinction". 

Ilias lectures health economics and policy to postgraduate and undergraduate students and his main academic interests evolve around economic evaluations (trial-based and model-based) in areas, such as obstetrics and gynaecology, cancer, drug misuse and mental health, the statistical analysis of cost-effectiveness data and international health policy during economic recessions.

Ilias was awarded the Degree of Doctor of Philosophy (PhD) in Health Care Management-Health Informatics by the National and Kapodistrian University of Athens. 

Under the supervision of Professor L. Liaropoulos, Professor Em. Velonakis and As. Professor D. Kaitelidou, Ilias completed his doctoral thesis, titled “The Effect of Institutional, Political and Administrative context in Reforming the Health Care sector in Greece”, with Distinction. Drawing on political theories of change and the analysis of national and international experience on health care reforms, Ilias developed a framework for studying and analysing health care reforms, a model for their classification and a strategy for reforming health care systems like the Greek NHS and those of Southern Europe. 

Ilias developed a special interest in health economics and policy while pursuing his undergraduate degree. His interests on economic evaluations and statistics were further developed at the London School of Economics and the University of Athens at a Master of Science level. Prior to joining our unit, Ilias had the opportunity to apply, as an intern, some of his knowledge at the National Institute for Health and Care Excellence. 

Ilias’s academic interests are concentrated on Economic Evaluations in Health Care (alongside Clinical Trials and Decision Analytic Modelling), Statistical methods in cost-effectiveness analysis and International Health Policy (Health Care Reforms and Health Systems Analysis).


Ilias delivers lectures for the MSc in Health Economics and Health Policy, MSc in Health Economics and Econometrics, MSc in Public Health, BA in Economics and Medicine and also, co-ordinates the Health Economics module for the MSc in Public Health. More specifically, Ilias lectures on Introduction to Health Economics, Statistics, Health Systems, Finance and Delivery of Health Care, Market Failures and Payment Incentives.

Postgraduate supervision

In the current academic year, Ilias is supervising four dissertation projects, three graduate and one undergraduate.

  • Statistical methods in cost-effectiveness analysis
  • International health policy (health care reforms and health systems analysis)
