The aims of the module are to introduce participants to current issues and developments in public sector management and to provide insights into institutional and organisational reforms in the public sector in developed, developing and transitional countries and to develop the student's skills and knowledge of leadership in a public administrative context, the distinction between leadership and traditional approaches to pubic management and administration, and the role of leadership in bringing about cultural change within public organisations, in order to improve services to citizens.

Contents include overview of new public management and leadership, civil service reforms, executive agencies and decentralised management, public-private partnerships, regulation, responsiveness in service delivery, performance management, managing change and capacity building in the public sector.
Part 1 of the module will focus on the nature and practice of leadership in the public sector, the different approaches and definitions of leadership, the differences between leadership, management and administration, and the skills and learning aspects of leadership.
Part 2 of the module will focus on the institutional evolution of the public sector, the causes of this evolution and the effects on institutional structure management practice in the public sector. Particular emphasis will be given to changing approaches to structure, accountability and performance management in government as a central problematic issue.

Understand and critically analyse the context and content of reforms in public management and leadership in different contexts, including their own country

Critically assess the appropriateness of the application of aspects of the new public management and leadership in different international contexts
Teaching and learning approach
The module will be delivered using a range of teaching and learning methods in a highly participatory environment, including interactive lectures, group discussions, student presentations, case studies, videos and invited speakers.
Assessment

The assessment for part 1 will consist of a learning diary and a review essay.
