The module offers students the scope to explore from different theoretical perspectives the policies put forward at the sub-national, national and supranational level to deal with the effects of economic change and secure the economic development of localities in the global economy. It analyses the role of policy implementation agencies in the light of debates about the changing pattern of governance. Birmingham and its regional hinterland provide case study examples as do international experience. Policy initiatives examined include inward investment, business development initiatives, and training and community based employment development measures. A particular focus are the policy initiatives being put forward for inward investment and sector strategies, based on the development of production clusters, where flexible specialisation is the model for economic development and European Union funding can play a role.
