Module description

This module takes as its starting point the evolving and emerging policy agenda for local government and focuses on the strategies, actions and skills required to realise ambitions for a democratic and inclusive form of local government that enjoys the confidence of local communities and which provides effective and efficient public services. The module provides the opportunity to take stock of the state of local government, particularly from the citizens¿ viewpoint, and to explore the nature and consider the implications of the reform agenda for local government being driven by central government. It examines the effects of the performance culture and of partnership working that characterise contemporary local governance, looking at both their positive and negative legacies. And it considers the organisational leadership and resource management requirements ¿ including finance, staffing, technology, physical assets and information processes - to address the key challenges confronting local government today, notably the rebuilding of trust in the institution of local government and in its capability to `place-shape¿ and both lead and serve local communities effectively.
