Water-Energy-Food Nexus and Sustainable Development: Law and Governance Innovations for Integrated Decision-Making

The Water-Energy-Food (WEF) nexus topic is of great importance to the development priorities of several energy-producing countries of the world. Without water, we cannot produce food and energy; and without energy, we cannot process or distribute food and water. As climate change, as well as other environmental challenges, increasingly complicates the availability and security of WEF resources, the significance of policy coherence and efficient decision-making to address integrated WEF shocks cannot be overemphasised. The importance of the nexus perspective for global energy security and economic growth has been highlighted by the World Economic Report of 2011 and 2014 as well as in Qatar’s Nation Vision 2030.

This seminar presents on-going research on law and governance innovations for advancing integrated decision-making on WEF issues in Qatar and the Middle East. Drawing comparative analyses and lessons from the United Kingdom, the seminar will evaluate legal and institutional framework on WEF nexus shocks in the United Kingdom; the guiding principles and preconditions for their application; and the barriers to their implementation in Qatar and in the Middle East.
