Local councils and accessible democracy: stimulating reciprocal citizenship at the local level

This study focuses on the most local level of government in England (parish and community councils). Taking account of the potential to address the sense of reciprocity between citizen and council, it addresses the barriers, perceived or real, that limit the connection between residents’ views concerning their locality, expressed informally, and the accommodation of those views in local decision-making processes. It will explore options for connecting the everyday expression of issues to the formal procedures of local councils, assessing how this contributes to democratic revitalisation.
