Steve Winterflood is attempting to measure levels of decentralisation/centralization in English local government between 1945-2015. The measures will be developed from existing studies of regional decentralisation and will be set within a framework of informal authority.

Profile

Steve Winterflood previously worked in local government for a very long time, initially in planning, and ending up as a Chief Executive of a West Midland’s local authority.
