Dr Anne Raynor is Director of Education Programmes in Dubai.

An experienced educationalist, Anne has been a senior leader in secondary schools for many years, as well as Head teacher of a number of special schools and a school’s inspector.

Anne’s work encompasses SEN and inclusive education, second language acquisition and educational leadership, both in the UK and internationally. She has a particular interest in inclusive education policy in the Middle East, middle leader development through appreciative inquiry and school improvement to facilitate inclusive barrier- free education in international schools.

Dr Anne Raynor qualified with a BA (Hons) in Spanish and French from the University of Hull in 1987 and a PGCE in MFL the following year. Anne worked as a teacher in secondary schools for many years in a variety of roles including Advanced Skills Teacher (MFL) and Head of Department. She then specialised in SEN and inclusion, becoming a Headteacher of several special schools and an ISI compliance inspector. She is also a British Psychological Society registered specialist assessor for SpLD.

Anne continued her studies and was awarded an MA in Counselling Children and Young People in 2008. She then went on to complete a Doctorate in Education focussing on an appreciative approach to middle leader development.


Anne teaches on the PGCE, ISEN and Education Leadership programmes in Dubai.
