Malcolm Harbour CBE is a Senior Adviser to the European Policy Centre and to Teneo Brussels. He is an Associate of the Connected Places Catapult, Honorary Member of the European Internet Forum, and a Director of the all party UK Parliamentary Forum, the Digital Policy Alliance.  He is a Vice President of the Chartered Trading Standards Institute. He has a special interest in Research and Innovation, and serves as Lay Council member on the University Research Committee. He is independent Chairman of the Local Government Association task force promoting Innovation in Procurement.

He was elected Conservative MEP for the UK West Midlands in 1999, and re-elected in 2004 and 2009. From 2009 to 2014 he served as Chairman of the European Parliament’s Internal Market and Consumer Protection Committee. He was a key player in shaping policies and legislation for the single market, manufacturing industry, the digital economy, research and consumer protection. He had lead roles as “Rapporteur” for 3 cycles of Electronic Communications legislation, and in promoting Public Procurement of Innovation. For 12 years he was Vice President of the European Parliament’s Science and Technology Foresight Panel. He was an active member of the Delegation to the Japanese Parliament and the Transatlantic Policy Network. He was appointed a CBE for services to the UK economy in 2013.

Before EU politics, Malcolm spent 32 years in the motor industry, as an engineer, a senior commercial executive, a consultant and a researcher. After graduating from Trinity College Cambridge, he began his motor industry career in the BMC Longbridge Plant as a Student  Engineer in 1967. He has been married to Penny for over 50 years, and they have 2 daughters and 4 grandchildren. They live in Henley in Arden.
