Biography

I have had 25 years of experience as a lawyer in human rights, business law, and civil and criminal litigation. I also have experience teaching Law and Business at degree level.

The Impact of Economic Resources Questions on the Implementation of Human Rights to Water and Sanitation in Zimbabwe and South Africa

Research

This project investigates resource questions in implementing the recently recognised Human Rights to Water and Sanitation (HRWS). Everyone is entitled to HRWS. However, resource constraints slow down HRWS realisation. HRWS realisation is subject to the availability of resources, but states must use the maximum available resources. Governments cite a lack of resources to justify HRWS violations, including retrogression, through budget cuts. The researcher argues that a straightforward shortage of economic resources should not be sufficient to justify a violation of HRWS.
