Dr Jingwen Jiang PhD

Jingwen is a Research and Teaching Fellow in the Department of Public Administration and Policy at University of Birmingham. Her research spans public administration, local government, organisational culture and strategy, with particular interests in research culture, evidence use and organisational development.

Jingwen completed her PhD in International Development from University of Birmingham. Her doctoral research explored organisational culture and transnationalism in a Chinese multinational corporation, drawing on ethnographic research, participant observation and interviews. The research developed the concept of layered hybrid culture to explain the coexistence of different organisational and cultural logics within multinational organisations.

Prior to her current role, Jingwen worked as a Research Fellow on the NIHR-funded Health Determinants Research Collaboration (HDRC) Sandwell, where she conducted research on research culture and evidence use in local government. She led qualitative analysis of focus-group research and conducted a systematic literature review of research culture in local government. She has also worked as a Research Assistant on the ERC-funded TWICEASGOOD project, contributing to research on political representation and gender equality.

Alongside her research, Jingwen teaches across postgraduate programmes in public management and public policy at University of Birmingham. Her teaching covers public sector economics, public management and governance, public policy and evidence, performance and strategy, and research methods. She also supervises Master’s dissertations.

Local government, research culture and evidence use

Jingwen’s current research focuses on local government, research culture and the use of evidence in public sector organisations. As a Research Fellow on the NIHR-funded Health Determinants Research Collaboration (HDRC) Sandwell, she examined research culture and evidence use within local authority settings. Her work included a systematic literature review of research culture in local government and qualitative analysis of focus-group research with local authority stakeholders.

Organisational culture and transnational organisations

Jingwen’s doctoral research examined organisational culture and transnationalism in a Chinese multinational corporation. Her research develops the concept of layered hybrid culture to understand how global, historical and locally reproduced organisational cultures can coexist within multinational organisations. Her wider interests include organisational strategy, leadership, organisational development and the relationship between organisations and their institutional environments.
