Dr Shushu Chen is Associate Professor in Sport Policy and Management at the University of Birmingham, UK. She is an internationally recognised scholar in sport policy evaluation, with particular expertise in major sporting event legacies, impact evaluation, sport for development, and the relationship between sport, governance and social change.

Her work is distinctive for its close engagement with government-commissioned and policy-facing research. She has contributed to major evaluations of the impacts and legacies of high-profile sporting events, including the London 2012 Olympic Games, the Birmingham 2022 Commonwealth Games, and currently the Birmingham 2027 Invictus Games. Her research examines how sport policies, programmes and major events generate social, economic and community impacts, with a particular focus on marginalised and under-represented communities.

Dr Chen’s academic standing is reflected in a range of prestigious appointments and advisory roles. She has been appointed as a British Academy Innovation Fellow, Academic Advisor for the Commonwealth Scholarship Commission, and Visiting Professor at the Beijing Institute for International Olympic Studies, Capital University of Physical Education and Sports, China. She has advised on several UK Department for Digital, Culture, Media and Sport projects, including long-term evaluations of major sporting events and grassroots sport facilities. Internationally, she has served as an Expert Member for the United Nations, advising on policy evaluation in relation to sport for development and peace programmes.

She has secured and contributed to research funding from leading organisations including the ESRC, the British Academy, the World Anti-Doping Agency, the International Olympic Committee and the sport industry. Her research has been published widely in leading sport management and sport policy journals, including the Journal of Sport Management, European Sport Management Quarterly and Sport Management Review, as well as in edited books, policy reports and commissioned research outputs.

Dr Chen currently leads a cross-disciplinary research team examining the legacies of major sporting events for host communities, with a particular emphasis on disadvantaged, marginalised and under-represented groups. This work is developed through action research and collaborative partnerships with Birmingham City Council, sport governing bodies, community organisations and local advocacy groups, including Sport Birmingham and Birmingham Race Impact Group. The project aims to support local communities and residents in maximising the legacy and impact opportunities generated through hosting major events.

She also plays a significant role in international academic leadership and knowledge exchange. She is Associate Editor of Sport in Society and Co-Editor of the International Journal of Sport Policy and Politics. She is Co-Editor of the Routledge book series Research in Sport Politics and Policy, and serves on the editorial boards of Event Management, Asian Journal of Sport History & Culture, and Sports Law, Policy & Diplomacy Journal. She regularly reviews for leading journals and research funders, including the IOC, UKRI and the British Academy.

Dr Chen is also appointed to lead the Strategic Management and Governance component of the International Olympic Committee-supported Executive Masters in Sport Organisations Management programme, engaging directly with senior leaders from National Olympic Committees and international sport federations.

Biography

Originally trained in the sciences, Dr Chen holds a BSc in Bioengineering before completing an MSc in Sport Management and a fully funded PhD at Loughborough University, under the supervision of Professors Ian Henry and Barrie Houlihan. She has authored more than 60 publications across academic journals, books and research reports, and has been invited to speak at academic and policy events across Asia, Europe and North America.

Her expertise is regularly sought by the media, and she has provided commentary for international outlets including the BBC, Financial Times, The Guardian, France Info, ABC News and Yomiuri Shimbun. She regularly hosts international visiting scholars and welcomes doctoral students interested in sport policy analysis, programme evaluation, major event legacy, and the impacts of sport on disadvantaged communities.

Teaching

Dr Chen teaches both the BSc. Sport, P.E. and Coaching Science programme and BSc. the Sport, Exercise and Health Sciences programme.

Shushu is interested in supervising doctoral research in the areas of sport policy and management in both contexts of the UK and China particularly focused on:

She is also a member of the Editorial Boards of Event Management, the Asian Journal of Sport History & Culture, and the Sports Law, Policy & Diplomacy Journal, and has acted as a reviewer for ESMQSMR, and JSM.

She has also served as an invited grant reviewer for the IOC, UKRI, and the British Academy, as well as a book proposal reviewer for Routledge (Taylor & Francis) in the areas of sport policy and Chinese sport.
