NGO Downward Accountability in Preventing Exploitation and Abuse within Aid Sector

Mayumi Fuchi is undertaking doctoral research into NGO downward accountability with focus on complaint mechanisms in the context of sexual exploitation and abuse (SEA).  Her research explores the extent to which the Core Humanitarian Standard (CHS) maximizes the opportunities for complaint mechanisms to prevent and tackle SEA. She is employing negotiated accountability theoretical framework combined with accountability club theory. Her research uses i) ‘What’s the Problem Represented to be?’ Approach to deconstruct CHS to reveal hidden problem representations and ii) case study to investigate implementation of complaint mechanisms and inter-agency coordination in a complex setting where multiple agencies operate in Sudan.

Mayumi Fuchi

Profile

Mayumi is a NGO practitioner by profession, with extensive experience and knowledge on NGO accountability and humanitarian response across Asia, Middle East, Africa and Latin America. She has led major emergency response, managed institutional funding for NGOs, and most recently spearheaded the organizational efforts on programme accountability. Prior to this, she worked with UNDP Vietnam on Public Private Partnership and managed health and education programmes across South East Asia whilst based in Thailand. During the course of PhD, she has undertaken consultancy work and played active advisory roles on a wide variety of accountability initiatives. She has led global safeguarding across over 30 country offices and is currently working as Head of Quality and Accountability at an international NGO.

Mayumi holds Master’s Degree in International Development from the University of Birmingham and Bachelor’s Degree in Social Science from Soka University of America. She sits in multiple advisory committees on accountability as well as on prevention of sexual exploitation, abuse, and harassment.  A frequent panellist on the above topics, she has represented NGOs at UK and global platforms such as World Economic Forum, UNHCR, UNOCHA, and BOND
