Dr Natasa Mavronicola serves as Special Adviser to the United Nations Special Rapporteur on Torture, Professor Nils Melzer, and has been working with him on an examination of the extent to which the use of force by State agents outside the context of detention (‘extra-custodial use of force’) can violate the absolute prohibition of torture and other cruel, inhuman or degrading treatment or punishment.
This investigation is undertaken with a view to submitting a thematic report on the matter to the United Nations General Assembly in October 2017, as indicated in the Rapporteur’s recent report to the Human Rights Council (A/HRC/34/54, 14 February 2017). As part of this project, Dr Mavronicola contributed to an expert seminar on the extra-custodial use of force and the policing of assemblies in May 2017.
