"Exempt from Responsibility", from Thea Raisbeck cited in House of Commons Research Briefing on Exempt Accommodation

The report is based on her important research as part of a partnership project between Commonweal Housing, Spring Housing and the Housing and Communities Research Group.

In December 2021 the Government’s Levelling Up, Housing and Communities Committee announced an inquiry into Exempt Accommodation.

The House of Commons Research Briefing on Exempt Accommodation cites in 9 places the research report "Exempt from Responsibility" written by Thea Raisbeck, Housing and Communities Research Group Fellow, based on her important research as part of a partnership project between Commonweal Housing, Spring Housing and the Housing and Communities Research Group.

The report calls for better regulation and standards in the provision of this type of non-commissioned accommodation and support for vulnerable people. Exempt Accommodation has grown exponentially in the Birmingham among other cities, and has been exploited by some housing providers and landlords for financial gain while providing inadequate housing and support. 

The Levelling Up, Housing and Communities Committee issued a call for evidence for submissions to the inquiry until the end of January 2022, and this will be followed by a series of public evidence hearings which are also scheduled to begin in early 2022.
