The Birmingham Plastics Network, together with the United Nations Humanitarian Response Depot (UNHRD), hosted a workshop with European partners to explore a pressing but often overlooked challenge in emergency response: plastic waste.
At a workshop held at the University’s Brussels office, experts from across humanitarian organisations, companies, trade associations, catapults and universities discussed how plastic waste generated during emergency responses could be transformed from a social and environmental challenge into an opportunity for communities affected by crisis.
Managing plastic waste in these settings is a complex issue. Humanitarian operations rely on plastic packaging, containers and essential supplies to deliver life-saving aid.
Humanitarian responses are highly time-sensitive, and waste management is rarely prioritised during the critical first weeks of an emergency. Yet plastic waste can quickly become both a hazard and a barrier to effective aid delivery.
Marianna Nigra, Head of UNHRD Innovation Lab at the World Food Programme (WFP), outlined the realities of operating in disaster and conflict settings: “Humanitarian responses are highly time-sensitive, and waste management is rarely prioritised during the critical first weeks of an emergency. Yet plastic waste can quickly become both a hazard and a barrier to effective aid delivery.”
Emergency situations often combine challenging environmental, cultural and societal factors with logistical, coordination and funding constraints compounding opportunities to address the problem of plastics. The workshop helped to crystalise these key barriers, including limited access to energy, complex waste streams and the need for technologies that can operate reliably with limited infrastructure, and to catalyse new collaborations capable of delivering practical solutions.
The discussion reflects a growing recognition across the humanitarian sector that environmental sustainability should be integrated into emergency response planning. UNHRD's Harmless Plastics project is already exploring solutions through technologies such as bailers, injectors and mini-factories capable of processing plastic waste in humanitarian environments. Participants explored how product design, technical effectiveness, energy efficiency and material choices could improve waste management and increase the value recovered from discarded materials.
I find this project extremely exciting as we can, in essence, use one crisis to help alleviate another: not only can we help reduce risks to health and the environment by removing plastic waste, but we can use this plastic waste to help improve the living conditions of crisis-affected populations and create opportunities for livelihoods, greater self-reliance, and more resilient communities.
With humanitarian crises becoming more frequent and resource-intensive, developing sustainable ways to manage waste could help reduce environmental impacts, improve aid delivery and support economic recovery in vulnerable communities around the world. Participants agreed that the challenge is not simply technological. Developing sustainable solutions will require expertise from across engineering, social sciences, humanitarian operations, policy and business, as well as close collaboration with the communities affected by crises.
The workshop marks the beginning of a longer-term collaboration led by the Birmingham Plastics Network to create self-sustaining circular economy solutions that reduce waste, improve humanitarian operations and generate lasting benefits for communities long after emergencies have passed.
The University of Birmingham is committed to growing its collaboration with European partners. A new office in Brussels, led by the University's Research Strategy and Services division, opened in Autumn 2025 to meet these ambitions and expand contacts and networks with businesses and other research institutions.
