Greater Manchester In-Work Progression (GM: IWP)

The Greater Manchester In-Work Progression Service supports low-income and insecurely employed residents with personalised guidance, skills development, and access to services to help them progress into better, more secure jobs.

Background

The Greater Manchester (GM) In-Work Progression Service builds on a successful pilot model in Tameside which was funded by the Department for Work and Pensions (DWP) between January 2022 and January 2024, as part of their activity to build evidence around supporting in-work clients. Delivery of the GM-wide In-Work Progression Service will enable the momentum created by the Tameside pilot to continue and scale-up the positive outcomes for residents, whilst building knowledge about in-work progression. In each local authority area in GM the In-Work Progression Service is targeting residents who are in work and in low income or insecure/poor quality work and need support to progress into better paid or more secure employment. The Service will provide Information, Advice and Guidance to help participants overcome practical barriers to progression into better quality/ better paid work or roles that better suit them, either with the same or a different employer/ sector. It will provide integration and pathways from and into a range of other services such as health support, housing, welfare and financial advice. The Service is based on core principles of holistic one-one support with an advisor, skills assessment and referral routes into skills and training provision, specialist information on local labour market job opportunities, and assessment of any support needs and/or barriers and relevant action planning to address the needs/ barriers.

The Objectives

City-REDI is supporting MORI in their role as Evaluation Partner for the Greater Manchester In-Work Progression (GM: IWP) project. Specifically, drawing on previous and existing work on the topic, City-REDI has been commissioned to undertake an evidence review and interviews with local and national stakeholders to inform the evaluation of GM: IWP. Specifically this involves:

  • Reviewing and assessing existing local, national and international evidence on in-work progression and what can be learned from it
  • Setting out a definition of in-work progression for use in the evaluation – given that there is no existing agreed definition
  • Identifying participant needs and barriers to in-work progression and any change over time
