Local Funding Flows for Youth Employment and Skills

The Youth Futures Foundation has invested resources through the Connected Futures grants programme to support young people (especially those facing most disadvantage in the labour market) to get good jobs through local partnerships joining up different agencies and services.

Background

There is a focus in the programme on changing the ways in which systems work. Initial investments were made in seven areas: Burnley, Hastings, Hull, D2N2, Lewisham, Blackpool and Brent. A subsequent investment was made in Tottenham. Further investments have been made by the Youth Futures Foundation in West Yorkshire and the West Midlands to support young people from ethnic minority backgrounds.

City-REDI has been commissioned by the Youth Futures Foundation to identify, describe and map the flows of funding from national to local areas for young people (aged 14-24 years) employment and skills. This work is complemented by interviews with local stakeholders to ascertain and assess the nature of funding flows available within local areas.

Timescales: 1/9/24-31/8/25

Objectives

The objectives are to assess for the different local areas concerned:

  1. Sources of funding: where does funding for local youth employment and skills activity come from?
  2. Organisations involved: what kinds of organisations receive funding locally?
  3. Economic incentives: What economic incentives exist for youth employment funding, from the government, private entities, partnerships, etc.?
  4. Aims and priorities: what are the goals/aims/priorities of different funding streams?
  5. Decision-making: Who makes decisions about funding at national, international, and local level?
  6. The role of young people: Are young people involved in those decisions?
  7. Funding models: What funding models are most common in funding local areas for employment and skills?
  8. Outputs and outcomes: what are the outcomes the funding is aiming to impact on and what outputs are collected/monitored?
  9. Future prospects: What are the prospects for funding streams in the future? What new funding streams are announced or likely to be introduced?
  10. Evaluation: Have the funding streams for different initiatives been evaluated? If so, are there any findings available in the public domain?
  11. Links between funding and outcomes: Is there a connection that is discernible between local funding allocations and young people’s outcomes?
  12. Challenges for marginalised young people: What systemic challenges for marginalised young people may be associated with trends in the allocation and mechanisms of funding?
  13. Levers: What levers currently exist for local policy makers to focus funding on the most disadvantaged young people?
