Dr Alexander Orakhelashvili has presented a paper at Universidad Autonoma de Madrid on 11 December, on Responsibility and Immunities: Differences and Similarities between States and International Organisations.

The paper concentrated on various standards of attribution of internationally wrongful acts to States and international organisations, and the division of responsibility as between those entities. After that the presentation examined the scope of immunities States and organisations enjoy under various sources of international law, which are either functionally restricted, or of absolute scope. The topicality of these issues was then demonstrated by examining these issues in relation to the recent jurisprudence of the European Court of Human Rights.
