The LGA commissioned the Institute of Local Government Studies and the Health Services Management Centre, at the University of Birmingham, to design and deliver a series of regional 'challenge' events.

These free events provided health and wellbeing board (HWB) members with an opportunity to explore challenges, and understand the inherent complexities and conflicts of interest within their roles, within a safe and developmental space. In doing so, they sought to encourage accelerated learning and strengthen the shared leadership capacity of (HWBs).

The purpose of the events, was to provide HWBs with a safe developmental space to consider how to respond to real issues they will face, observe the way in which they worked together on these challenges and identify their developmental needs. It also offered an opportunity to log where uncertainties and capacity issues existed.
