New book on Reforming Public Procurement Law co-edited by Martin Trybus
In 2024 Professor Martin Trybus of the Birmingham Law School co-edited an edited collection with Anna Maria La Chimia of the University of Nottingham on the reform of public procurement law and policy honouring the contribution of Professor Sue Arrowsmith, Emerita Professor at the University of Nottingham, to the development of public procurement law as an autonomous discipline of law. Over the last 30 years Professor Arrowsmith’s seminal work has influenced public procurement law and practice worldwide and her work has inspired hundreds of academics, students, and practitioners.
The Collection, divided into three main parts - on the United Kingdom, the European Union, and the World – focuses on central reform themes that have characterised the evolution of public procurement law and policy in the past decades on the national, European, and world-wide levels. The chapters, each written by leading experts in the field with backgrounds in academia, legal practice, and international organisations, cover issues such as sustainability, complex contracts, review and remedies, electronic procurement, and defence procurement, as well as topics such as debarment, the overall development of EU procurement reform, the nature of procurement law, or the regulation of United Kingdom procurement law after Brexit. This will cover the dynamic reform process of the EU procurement Directives and case law, the UNCITRAL Model Law on Procurement, the WTO Government Procurement Agreement, and national systems inter alia in the US, China, Africa, and the United Kingdom. The authors of the chapters come from eleven different countries in Africa, Asia, the Americas, and Europe. The reader is provided with a diverse set of insights into the objectives, approaches, priorities, and future direction of public procurement reform.
