Implement rapid responses and planning to scale up resources required to meet the rapid rate of urbanisation, using the Prince's Foundation Rapid Planning Toolkit

The toolkit recommends four steps for this:

1. Write a charter for the growing city to advise leaders on projected growth, and quick steps to take in planning for urban growth that can have possible impacts on citizens while meeting the SDGs.

2. Create a rapid growth plan to accommodate projected urban growth. Identify areas within/around the growing city that could be prioritised, and areas that need to be protected.

3. Implement the rapid growth plan, working with local stakeholders.

4. Build required infrastructure in neighbourhoods, including roads, schools, water, hospitals.

Address infrastructure deficit in villages, to reduce pressure in primary and secondary cities

This can help villages grow sustainably, and reduce rapid urban growth by discouraging urban migration due to infrastruture deficit in rural areas. In other words, extend the scope of implementation of the Rapid Planning Toolkit beyond cities, to include villages.
