The workshop was chaired by Professor Francois Lichere from the University of Lyon III. This roundtable was part of a day-long colloquium on the in-house exception to celebrate 20 years of the famous Teckal judgment of the Court of Justice of the EU ("L'exception in house: 20 ans apres l'arret Teckal") organised by Professors Michael Karpenschif and Christoph Roux from the University of Lyon III Jean Moulin. The keynote address was delivered by Professor Melchior Wathelet (University of Louvain), the former Judge at the Court of Justice. The other speakers the colloquium, which was conducted in French, hailed from various French universities and procurement stakeholders and covered many aspects of the in house exception in procurement law from the perspective of EU and French law. The in-house exception allows contracting authorities to derogate from the EU and Member State law on public procurement."
