Insights into Birmingham City Council’s Revenue Funding and Spending between 2010-11 and 2019-2020

This project looks at the changes in Birmingham City Council's income and expenditure over the decade between 2010/11 and 2019/20.

This project began when Stan’s Cafe approached City REDI for help with developing an educational and statistically accurate play, based around Birmingham City Council’s budget.

 This involved reviewing and evaluating budgets and financial plans from between 2010/11 and 2019/20, alongside reviewing evidence and analysis from supporting research by the National Audit Office (NAO). Looking into key trends in revenue funding and expenditure, how these trends impact services and the challenges that Birmingham City Council has faced over the period.

Governance and Institutional Arrangements 

Objectives

  1.  To investigate the main streams of revenue funding received by Birmingham City Council, key trends in the funding streams and funding challenges that the Council has faced over this period.
  2. To analyse and evaluate Birmingham City Council revenue expenditure, with the aim of understanding how revenue is spent across services provided by the local authority. Highlighting key trends and changes to revenue expenditure, looking at the impact on the services provided.
  3. Also, to develop a greater understanding of the budgetary pressures the council has faced over this period, and how this has influenced decision making within the Council. 

Information for Policy Makers

This report provides an insight into the dramatic changes to funding and revenue expenditure that local authorities, such as Birmingham City Council have faced between 2010 and 2019. It illustrates how changes to government funding under austerity in this period have affected how local authorities raise funding and the precariousness of funding in 2019 comparative to 2010. It investigates how these funding changes have then impacted revenue expenditure and decision making within the Council.
