This unique programme has been developed by the Institute of Local Government Studies (INLOGOV) to meet the needs of public sector managers. Its content was developed with the Society of Local Authority Chief Executives (SOLACE), to ensure an excellent fit to the needs of local public agencies. Tutors on the programme often have extensive experience of practice in public agencies. The University offers an optional MSc qualification at no cost to local authority employers.

Established in August 2023, the Department of Public Administration and Policy (DPAP) researches public administration and public policy issues globally and nationally. Within DPAP, the Institute of Local Government Studies leads on research and teaching in local government.
The course is delivered in a “blended” format. Each module consists of 6 weeks of independent learning with access to online lectures, discussion boards and tailored resources in our virtual learning environment. Then, we come together on campus for two in-person teaching days, with problem-based, interactive, approach, with external guest lectures etc.
Typically, taught modules are assessed through a variety of essay-based and task-orientated assignments utilising a range of learning methods, including lectures, seminars, tutorials and workshops. Each module will include one or more assignments, equivalent to a total of 4000 words per module.
You will have a personal academic tutor who will provide support and guidance throughout the programme, as well as a practice-tutor who will provide support in your workplace and help you to develop your portfolio of professional skills, competencies and behaviours.
The programme is structured in such a way as to ensure that a community of practice is facilitated; providing a strong network of new leaders who will continue learning and supporting one another long after the programme is completed. You will be required to complete six compulsory (core) taught modules for the PGDip and compile a portfolio of work-based evidence.

To gain a place at Birmingham you will need to meet our general entry requirements, as well as those specific to your course. Your application will be reviewed by the course’s Admissions Tutor, who will decide whether your application should receive an offer.
For this Degree Apprenticeship, an equivalent professional qualification may also be considered.
The normal admission requirement for our taught postgraduate programmes is a good first degree or an equivalent professional qualification. Subject to review of their CV and covering letters, candidates without a first degree may be admitted onto this programme. It will also be at the discretion of your employer whether you meet their requirements for the course.
If you are an international student, you will need to demonstrate you have a suitable level of English proficiency, usually through the form of an IELTS or equivalent qualification.
For this course we require IELTS 6.5 with no less than 6.0 in any band, which is equivalent to:
Improve your knowledge of spoken and written English in preparation for studying at Birmingham with our pre-sessional English courses. If you have a conditional offer, you can take one of these courses as an alternative to retaking IELTS or other similar qualifications.
The Apprenticeship will be paid for through your employer, there will be no costs incurred by you.
This course is fully funded via the employer Apprenticeship Levy, there will be no costs incurred by you.
All employers who have a payroll over £3 million pay an Apprenticeship Levy. They can use this levy to fund your enrolment on the programme.
